1. Approve the application by Las Mananitas for a Special Designated License on September 13, 2025 from 11:00

2. Authorize the Mayor to execute the annual 2025-2026 Agreement for Independent Contractor Services with Alexandrea Stroud to operate the Government Access Cable TV System. (Pages 10-13) (Layne Groseth, City Administrator)
3. Authorize the approval of the renewal of a two (2) year Interlocal Agreement for Network Services between the City of North Platte and Lincoln County. (Pages 14-18) (Kevin Mees, Information Systems Director)

- First reading and action to approve Ordinance No. 4219 to create Street Improvement District No. 365 for NDOR Project No. NH-83-2(129) on U.S. Highway 83 (Dewey Street) from Leota Street to First Street. (Pages 52-53) (Brent Burklund, City Engineer)
- Second reading and action to approve Ordinance No. 4217 to create Sanitary Sewer Connection District No. 23 (an 8” P.V.C. sanitary sewer located east of Buffalo Bill Avenue, starting north of Spring Road thence south along the west alley of Valley Drive to State Farm Road) approximately 1,575 feet. - Adopt the Resolution approving claims and authorizing the issuance of one warrant to Van Kirk Bros. Contracting in the amount of $173,725.20 and one warrant to Level, LLC in the amount of $44,626.32, to pay approved claims and referring to and incorporating the terms and conditions of Ordinance No. 3874 relating to warrant financing.
