NP City Administrator Announces Resignation, Reflects on Past Two Years

Not quite two years into his role as City Administrator, Matthew Kibbon has resigned. “I want to thank the City of North Platte for the opportunity to serve as your City Administrator,” said Mr. Kibbon in a press release issued Wednesday afternoon. “It has been an honor and privilege to serve and deliver value to the residents of North Platte and I am grateful to have had the chance to work with such a great team of devoted and professional public servants. This has been a great community for us and I am excited about the future opportunities on the horizon for North Platte.”

Mayor Brandon Kelliher accepted Mr. Kibbon’s resignation and wished him luck in his future endeavors. “Matt has worked hard and served North Platte well during his time as City Administrator. We have appreciated Matt’s skills, talents and leadership and know that he has been an important part of the success that we have seen in the last two years,” said Kelliher. Under Mr. Kibbon’s 22 months as City Administrator, North Platte has experienced several accomplishments, including:

Resolution of the Iron Eagle golf course

Authorized the construction of Williams street, and multiple street rehabilitation projects.

Established the first 1/3 of the city’s recommended cash reserve

Debt refinancing saving the city $300k over the terms of the bonds

Development projects: Sustainable Beef, District 177 revitalization, and the Rail Park

Consolidated the city’s retirement plans from three providers to one saving the city employees over $650k/year, collectively.

Completed the construction of the first major loop in the city’s trail system, a trail that runs along the north side of the South Platte River.

Mr. Kibbon plans to continue his career in facilities management at his next post. He is committed to continuing to work diligently for the City of North Platte through his departure date in May. The city intends to engage a search firm to assist in the advertising and
recruitment of candidates for Mr. Kibbon’s replacement. Kibbon had previously resigned in 2020 shortly after accepting the job but later rescinded that resignation. Kibbon was hired by former Mayor Dwight Livingston following the retirement from longtime City Administrator Jim Hawks.
